Randy Bakel provides the TRICON team with project evaluation and management advice as well as recommendations regarding project delivery. He also is experienced in the implementation of LEAN enterprise techniques. With over thirty years in complex capital construction, he has managed global engineering and construction projects for a Fortune 500 company as well as successfully completing a $400 million fast track new process facility. He has implemented capital portfolio budgets exceeding $500 million annually. Mr. Bakel is a former Manager of Worldwide Engineering and Construction for Eastman Kodak. In addition, he was National Vice-President of the Construction Users Roundtable (CURT) and is currently Executive Director of the Florida Construction Users Roundtable as well as a principal in Bakel Consulting. In those capacities, he has gained invaluable experience in the implementation of innovative construction strategies. He is a Registered Professional Engineer in the State of Colorado and holds a PMI Project Management Professional credential. Mr. Bakel has a B.S. and an M.S. from Colorado State University and an M.B.A. from the University of Rochester.
Chuck Black is a TRICON senior consultant whose expertise includes prudency reviews, project delivery analysis, risk assessment, and job evaluations. A highly experienced utility executive, Mr. Black from 2004 to 2009 was President of Tampa Electric Company, an investor-owned utility with 660,000 customers, annual revenues of $2.4 billion, and 2,450 employees. As President of Tampa Electric, Mr. Black led the effort to modernize the company’s generating fleet while implementing an aggressive emissions reduction strategy. He managed the repowering of coal-fired facility into a natural gas plant ahead of schedule and below budget. A Tampa Electric employee for over 35 years, his previous positions included Senior Vice-President for Generation, Vice-President of Energy Supply, and Vice-President of Project Management. Among his responsibilities was the management of the engineering, construction, and commissioning of the Polk Power Station, a 250MW IGCC plant which has generated more electricity from clean coal technology than any plant in the world. A Professional Engineer, Mr. Black has a B.S. in Chemical Engineering from the University of South Florida. He has also served as President of the Southeastern Electric Exchange, Vice-Chairman of the Board of the Florida Reliability Coordinating Council, and on the board of the Association of Edison Illuminating Companies.
Fred Lyon is a TRICON principal providing project delivery recommendations, contract drafting and negotiation, commercial assessments, management training, and job evaluations. Mr. Lyon has over thirty years experience in energy construction as an attorney and consultant. He has worked on all types of projects, including nuclear, ultra-super critical coal, combined cycle, environmental, and IGCC. Constructing innovative solutions for his clients, he has assisted clients in the evaluation and resolution of over $1 billion in claims. He has been senior partner in law firms in Washington DC and Florida and active with TRICON for seven years. He writes and speaks frequently to diverse industry groups such as PowerGen, Coal Gen, American Boiler Manufacturing Association, the Southeastern Electric Exchange, and Associated Edison Illuminating Companies. He was honored by World Generation in 2003 as an outstanding energy leader. Mr. Lyon has an A.B. from Duke University, a J.D. from the University of Virginia School of Law, and an M.L.S. from Rollins College.
Dennis Kakol is President of CONTECH, a specialized construction consulting company. At TRICON, Dennis provides project evaluation services including assessment of job status, schedule, and potential rocks in the road. Mr. Kakol has been involved with complex construction projects for nearly forty years, including extensive experience working with utilities in claim analysis, scheduling, engineering management, estimating, and start-up. For twenty five years, he has been a principal in companies which evaluate complex delay, acceleration, and disruption claims, some as large as $750 million. Dennis served as an officer in the nuclear Navy with graduate courses in nuclear power plant operation, design, and construction and holds both a B.S. in Engineering Physics and a Masters in Nuclear Engineering from Cornell University.
Steve Maloney has worked for both owners and contractors in the construction industry for thirty years with a focus on project management development and application training; performed for several utilities and their vendors. The expertise Steve brings to TRICON is mainly in project controls and risk assessment. He has developed and implemented project management and controls for a nuclear generation department as well as managed special projects in decommissioning nuclear plants and in major capital improvement projects. He currently works as an independent contractor and has developed an application-based Project Management Professional Certification Program. Mr. Maloney was previously Manager of the Office of Management Services at Brookhaven National Lab and Manager of Project Management and Controls for the New York Power Authority. He also worked on major nuclear and fossil projects for Bechtel Power. Mr. Maloney is a certified Project Management Professional. He has a B.S. in Engineering from the State University of New York at Stony Brook.
Mike Rivers brings nearly thirty years of experience in energy construction to TRICON where his expertise focuses on project delivery recommendations, risk assessments, and job evaluations. He has successfully executed numerous projects on time and ahead of schedule with total capital value in excess of $2 billion and 3000 mw of generation capacity, including a $720 million IGCC project funded in part by the Department of Energy and a $750 million repowering of a coal fired plant. He also has created, managed and led engineering and construction organizations and developed the related project controls. He is a former Director of Engineering and Construction for TECO Energy and a Vice President for Project Management of the Mirant Corporation in Atlanta, Georgia. A Professional Engineer, Mr. Rivers has a B.S. in Civil Engineering from the University of Florida and an M.B.A. from the University of Tampa.
